What is a DBFM (Design-Build-Finance-Maintain)? 

This is a version of a P3 contract where the private sector is responsible for the design, building, finance and maintenance of the piece of infrastructure, while the public sector is responsible to operate the business and or services within. 

Once complete, Nova Scotia Health will provide all health care services in the Bayers Lake QEII Community Outpatient Centre. EllisDon Infrastructure Health will maintain the facility.

First P3 Healthcare Project in Nova Scotia

Health care needs in the Province of Nova Scotia are evolving and so is its infrastructure.

The Bayers Lake QEII Community Outpatient Centre is a part of a large-scale, phased, multi-year project that will redesign and rebuild health care. This will ensure the health care needs of Nova Scotians are met for generations to come. 

As part of the QEII New Generation project, the Bayers Lake QEII Community Outpatient Centre is the province’s first P3 health care project and its largest health care project to date, and will provide a more efficient and convenient location for Nova Scotians travelling for outpatient care.

Being the first P3 health care project in Nova Scotia, the Bayers Lake QEII Community Outpatient Centre marks an important first step for the Province of Nova Scotia in providing easier access to modern, high-quality care that is closer to home.  

Project Description

The Bayers Lake QEII Community Outpatient Centre. involves the new construction of a 134,000 sq.ft., facility and associated site works on a 15-acre  site in the Bayers Lake Industrial Park located in Halifax, Nova Scotia. It will offer outpatient care to residents of Halifax and all Nova Scotia.
